The Team

Snohomish County 911 designs, builds, and maintains the technology backbone for 39 fire, law enforcement, and EMS partners across 2,196 square miles.

As industry leaders, our forwardthinking team continually develops new ways to keep emergency communications resilient and futureready, so when a 911 call comes in, proven systems and innovative technology work together to get the right help to the right place, every time. 

Our technology department is structured across four core areas that work together to ensure reliable emergency communications. Each area has distinct responsibilities but share a common focus on reliability, security, and continuity.

Applications

The Applications team supports the core public safety systems that call takers and dispatchers depend on every day, including CAD (Computer-Aided Dispatch), 911 telephony, data integrations, and specialized tools that support efficient call handling and dispatch operations. They identify opportunities for automation, improved workflows, and data-driven enhancements that reduce clicks, speed up response, and make it easier for staff to find the information they need under pressure.

Infrastructure

The Infrastructure team maintains the underlying technology environment that keeps all systems secure, available, and performing reliably. From servers and storage to networking, virtualization, and cloud integration, they ensure the technology backbone is resilient, scalable, and ready to meet the demands of a 24/7 operation. Their work includes proactive monitoring, system patching, capacity planning, and disaster recovery planning to minimize downtime and ensure continuity.

Radio

The Radio team oversees the mission-critical radio network that enables real-time communication between dispatchers and first responders in the field. They manage tower sites, radio equipment, microwave links, backup power systems, and in-building coverage solutions (ERCES) to ensure clear, dependable voice communications across the county's 2,196 square miles. This team also supports radio fleet management, programming, maintenance, and troubleshooting to keep thousands of field radios operational.

Facilities

The Facilities team ensures the physical environment and supporting infrastructure required for continuous, resilient 24/7 operations. They maintain HVAC, power distribution, physical security, and environmental controls at the communications center and remote sites to create a stable, secure environment for both staff and technology. Their work includes routine maintenance, emergency repairs, vendor coordination, and site improvements that keep operations running smoothly.

Together, these teams support our agencies with radio programming, repairs, maintenance, and fleet expansions, ensuring that technology investments translate into real operational value for our staff, our partners, and the communities we serve.

Additionally, we are participating in regional interoperability planning which will help with large responses for emergencies or planned events (like the World Cup).

ACCESS EVERYWHERE

ensuring emergency radio coverage

When first responders enter large, complex, or heavily built structures, their radios must work as reliably as they do elsewhere.

The inbuilding Emergency Responder Communication Enhancement Systems (ERCES) extends the Snohomish County 911 radio network indoors, overcoming concrete, steel, and other signal-blocking materials so critical communication is clear when it matters most.

Property owners and vendors design, install, and maintain systems that support safe, effective emergency response within their structures.

SNO911 works with property owners whose ERCES use the Snohomish County 911 radio frequencies to ensure they do not interfere or cause harm to the SNO911 public safety radio system.

ZERO DOWNTIME

When disaster strikes, or even when a single building issue forces an evacuation, your call to 911 still has to get through, and help still has to be dispatched without delay.

The Regional Resiliency Initiative created a firstofitskind safety net by pairing advanced Next Generation 911 routing with a cloud-based backup dispatch system and a strong partnership between Snohomish County 911 and Valley Com 911, ensuring uninterrupted emergency response for more than 1.5 million residents even during outages or disruptions.

NON-EMERGENCY INNOVATION

Intelligent Support delivering the Right Help Faster

Snohomish County 911 is harnessing AI to manage rapidly growing non-emergency call volumes, cut hold times, and keep human call takers focused on true lifethreatening emergencies.

Through an intelligent virtual attendant that can triage calls, support multiple languages, and capture complete call details for followup, we’re strengthening and ensuring access to help for the entire community when they need it.

That invisible infrastructure includes robust backup and redundancy, hardening tower and power systems, and a Computer-Aided Dispatch [CAD] platform to ensure resilience even under extreme stress.

From backup generators and extended battery capacity to environmental monitoring, cybersecurity protections, and regionally connected CAD systems, each investment is focused on a single outcome: ensuring that when our community calls, the technology behind the response is as reliable as the people who answer.

Dependability

Towers, Power & Battery Systems — Snohomish County 911 maintains a complex, layered backup and redundant infrastructure designed to keep critical systems online even when things go wrong.

Backup Systems

Georedundant controllers and selfhealing network paths, mirror core radio and paging functions so 911 operations can quickly fail over if any primary component is disrupted.

DC battery power banks, UPS, and extended battery reserves keep sites running through shortterm outages and power fluctuations, maintaining stable service until longer duration backup kicks in.

Includes environmental alarms and remote monitoring to monitor tower sites for issues with HVAC, generators, security, and RF performance so technicians can respond before problems impact first responders.

Include regular hardware and software refreshes, encrypted communications, and secure network architecture protecting the entire ecosystem from cyber threats while keeping critical public safety data and voice traffic private.

Emergency power designs combine DC power banks, transfer switches, and public-safety-grade electrical infrastructure to provide smooth transitions between utility, battery, and generator power without dropping the network.

On-site generators at every radio site, large fuel reserves, and mobile trailer units deliver continuous backup power for 7+ days, ensuring coverage even during extended, countywide outages.

Includes twenty-two hardened radio sites—with new towers in Machias and North Stanwood, upgraded microwave links, and secure fencing. Year-round tower access is supported by tracked snowcats, keeping the countywide radio network on the air across 2,196 square miles of urban, rural, and wilderness terrain regardless of the weather.

A small, highly specialized team of radio, network, power, and cybersecurity professionals designs, maintains, and monitors this countywide system around the clock, troubleshooting issues in real time, coordinating upgrades, and supporting thousands of field users so first responders can rely on clear, dependable communications on every call.

Backup systems mirror core technology so 911 operations can quickly fail-over if primary components are disrupted ensuring continuous operations 24/7.

CAD System Updates

A Computer-Aided Dispatch (CAD) system is a mission-critical software platform used by public safety agencies to manage emergency and non-emergency incidents from initial call through dispatch and field response.

CAD systems help dispatchers and responders coordinate more quickly, accurately, and efficiently during incidents.

As Snohomish County 911 moves toward the next generation of CAD, the goal is to turn data into clear, timely insight — so call takers see what matters faster, dispatchers make stronger decisions under pressure, and responders arrive with better information to keep people safe.

Future of Emergency Communications

This fall, SNO911 will host the inaugural 911 Innovation Summit, a first‑of‑its‑kind gathering for a select group of 911 dispatchers, public safety leaders, and forward‑thinking technologists to redefine what's possible in emergency communications.

Over three intensive days, they'll collaborate to transform everyday operational challenges into a practitioner‑built blueprint — a shared framework that reduces cognitive load, improves real‑time decision‑making, and reshapes how the next generation of emergency communications systems integrate, behave, and evolve to truly support the people who answer the call.

INNOVATION

Real-Time Intelligence Centers

(RTICs) help law enforcement do more by working smarter. Rather than adding officers or building entirely new systems, RTICs use dedicated teams to organize and interpret information across agency and community partnerships — making existing data more meaningful while also adopting emerging technologies that expand what is possible. Officers stay in the field while receiving timely, actionable intelligence that helps them identify suspects, locate stolen vehicles, and find missing or at-risk individuals faster. Work that once took days can often take minutes.

Agencies across the country that have implemented this model have documented measurable outcomes: faster case resolution, fewer repeat incidents, and more efficient use of patrol resources. The value comes from getting the right information to officers who need it, when they need it.

HOW SNOHOMISH COUNTY IS BUILDING TOWARD THIS MODEL

SNO911, along with police, fire and EMS agencies in the county, are in the early stages of developing a countywide RTIC program — and we are building the governance structure before the technology, not after. That sequencing is intentional. The communities we serve deserve a say in how these tools are used, what oversight exists, and how information is managed. Getting that right takes time and coordination, and we are not willing to shortcut it.

That work starts with a dedicated RTIC leadership team that includes representation from law enforcement partners, Fire/EMS, and elected officials. Policies and procedures are being developed collaboratively — across the public safety community and with local input — to ensure what we build reflects the expectations and needs of Snohomish County residents, not just operational priorities. The goal is a countywide model that is effective, accountable, and built on a foundation the community can trust.
