DESCRIPTION
PROPOSALS will be received by Snohomish County 911 for the following:
RFP NO. 2023-005 FIRE CONSORTIUM STUDY
Snohomish County 911 (SNO911) is seeking proposals from qualified professionals to provide perform a fire department consortium expansion study for our 22 member fire agencies. There are 22 independently managed and governed fire agencies that vary in size, scope, funding, governance, and operational complexity. Amongst the leadership there is a general consensus that 22 independent fire agencies cannot operate 22 completely independent systems. A consultant is desired to begin the process to assess, analyze, and ultimately recommend areas for greater cooperation among the 22 fire agencies. It is anticipated that in future phases, the consultant may be asked to assist with organizing and leading discussions related to governance, cost models, and implementation. It is very important that all voices are heard and every agency has the opportunity to participate. Deliverables to include a written report containing a high level assessment of areas for potential restructuring and greater cooperation between departments.

QUESTIONS
Q: Is the intent of this study to focus solely on EMS-related services or all-inclusive EMS and Fire services?
Response: The Intent is to begin the process to assess, analyze, and ultimately recommend areas for greater cooperation. It is not solely focused on EMS and is inclusive of all components of the Fire/EMS service in our county.
Q: Are you requesting a feasibility study to determine options such as cooperative services and consolidations? Response performance analytics? Administrative reviews? A combination?
Response: The intent is to evaluate opportunities for greater cooperation and improved efficiencies. More details will come to light during the interviews. We are not seeking evaluation on department consolidations.
Q: Please articulate your definition of “systems.” Please include a list of your systems.
Responses: Exhibit B includes an image of most of the “systems” we are referring to, and during the discovery interviews other opportunities may be identified.
Q: Is it the desire of Snohomish County 911 and Snohomish County Fire Agencies for the consultant to determine the potential feasibility of a county-wide EMS service delivery system to be delivered by one entity?
Response: No a county-wide EMS service delivery system has not been discussed.
